Phyllis W. Cheng is an American lawyer providing mediation, investigation and expert witness services in Los Angeles, California. He retired as a partner of DLA Piper LLP (US), a global law firm, where he practices employment laws that represent businesses. Prior to that, Cheng worked for nearly seven years as director of the California Department of Justice and Housing (DFEH), the country's largest civil rights body.

Cheng accepts him B.A. and M.Ed. from UCLA, Ph.D. from the University of Southern California (USC), with a focus on civil rights policy and planning, and his J.D degree from Southwestern Law School, where he is on the Board of Trustees.
Careers
Before becoming a lawyer, Cheng worked in education. He is the coordinator of Title IX in the Los Angeles Unified School District, spearheading a citizen commission to improve sex discrimination across districts, and monitoring Decree VII that promotes women in school administration. Based on this work, Cheng is responsible for the California version of Title IX, prohibiting sex discrimination in education. Continuing his defense on behalf of women and education, former California Governor George Deukmejian appointed Cheng to the California Commission on the Status of Women and Interagency Initial Coordination Initiative Task Force.
Cheng is also a researcher on school desegregation at RAND Corporation, a faculty member at the UCLA Graduate School of Education and Information, director of mentoring programs for risky girls at USC, and the debate panel on the award-winning KNBC "Free 4 All" program.
Cheng began his legal career with appointment by former California Governor Pete Wilson for two terms at the California Fair Employment and Housing Commission, where he ruled in nearly 80 fair jobs and cases of housing and civil rights. He then gained experience in all aspects of employment law and discrimination: as a partner on the side of the plaintiff Hadsell & amp; Stormer, a deputy attorney general in the Section of Civil Rights Enforcement at the California Department of Justice, a senior court appeals attorney for the Honorable Laurie D. Zelon of the California Court of Appeals in Los Angeles, and an adviser on the management side of Littler Mendelson.
Director of DFEH
Former California Governor Arnold Schwarzenegger appointed Cheng to become Director of DFEH in January 2008. Governor Jerry Brown arrested him when he came to the office. He is unanimously confirmed by the Senate of the State of California. Under his direction, Cheng modernized the Department into a proactive and innovative agent. He leverages new technologies to automate appointment and rights-to-sue systems, establish easy-to-use phone input, launch cost-effective cloud-based case management systems, and develop case assessment systems for better target resources.
Cheng also established systemic investigations and litigation to address discrimination in DFEH; reached $ 8.730.000 national settlement regarding access for disabled test takers to the Law School Admissions Board; reached a $ 6,011,190 class complaint about family leave on Verizon; launches a new staff-dispute resolution division to encourage non-court settlements; sponsoring the law and enacting the procedural rules of the Department; direct outreach and through mass and social media to hundreds of communities across the state; develop partnerships with seven higher education institutions to train future civil rights lawyers and investigators; and introduce new resources to educate the public about civil rights compliance. Cheng also helps Governor Jerry Brown reform civil rights in California by 2012. In the process, the Department reduces 50 percent of overhead costs, generating substantial savings for the State, while promoting training, maintaining jobs, and providing upward mobility for its staff. Due to all his efforts and careers in public service, Cheng received the Public Lawyer Ronald M. George of the Year Award for 2012 from the State Bar of California. The State Council on Access and Justice further named the winner of the DFEH Education Partnership from the 2013 Education Pipeline Award
