Sergio Covarrubias Garcia (born March 1, 1977) is a California lawyer specializing in personal injuries. On February 1, 2014, Garcia, 36, became the first illegal immigrants to be received at the State Bar of California since 2008, when applicants were first asked to register citizenship status on bar apps.

On September 4, 2013, the California Supreme Court heard oral arguments about In Garcia's acceptance issue. During the debate on this issue, it became clear that the court would not be able to grant Garcia's petition for bar receipts unless the legislative act allowed them to do so. Judge Marvin R. Baxter asked why nobody had contacted the California State Legislature, and said, "I would imagine there would be a lot of support for something like this." Garcia then began lobbying legislators until a bill was finally introduced recommending applicants be allowed to practice law if they had met all other bar requirements despite being illegally brought to the country by their parents. The court testified at a legislative session recommending that immigrants brought here illegally as minors should be allowed to obtain legal permission, and the legislature passed the statute saying only three days later. Governor Jerry Brown signed the law on October 5, 2013, and the bill came into force on 1 January 2014.
On January 2, 2014, with a unanimous decision consistent with the new law, the court instructed the State Bar, court arms, to recognize Garcia, rejected arguments from the US Department of Justice and others that federal laws hindered his acceptance due to his non- registered. Garcia was born in MichoacÃÆ'¡n, Mexico, to parents of Salvador Covarrubias and Albertina Garcia, who took him to the United States illegally at the age of 17 months. When he was nine years old, Garcia's family moved from the United States back to Mexico, with him behind him. When he was 17 years old, Garcia's father moved his family again, taking Garcia to the United States illegally for the second time, where he has remained ever since. Garcia applied for a formal residence permit on November 18, 1994, but his application remained pending for nearly 19 years. Garcia is the second eldest of six children, with two brothers and three sisters.

Education
Garcia graduated from Durham High School (California) before proceeding to earn AA in Social and Behavioral Sciences and the US in Business Administration from Butte College; and completing the Paralegal Certificate Program from California State University, Chico. On May 9, 2009 after years of law school classes in the evenings so he could work during the day, Garcia received a Juris Doctorate from Cal Northern School of Law. In July of the same year, Garcia passed the California Bar exam on his first attempt.

After studying the California Supreme Court deciding he could become a lawyer, Garcia told the New York Times, "I can open my own law firm, and that's what I want to do." On February 3, 2014, Garcia opened the Sergio C. Garcia Law Firm, headquartered in Chico, California. Garcia announced, through Facebook, his intention to open a second law office in Los Angeles in June 2014.
Lecturer, motivational speaker, guest appearance
As an inspirational speaker and a nationally recognized lawyer, Garcia has delivered many keynote speeches and lectures, and participates in panels in places including Sierra College, Bickel & The Latino Brewer Institute for Human Rights at New York University Law School, 41st Anniversary of La Raza Centro Legal, and the fourth annual Dreaming Conference at Napa Valley College.
In early 2014, Saint Mary's Hall, a private college preparatory school in San Antonio, Texas, invited Garcia to become a speaker at the United Nations model conference. However, the school canceled an invitation to Garcia when he refused to declare that he was a citizen by signing the W-9 form. Prior to the incident, Saint Mary's Hall described Garcia as "an experienced and fascinating keynote speaker", and revealed how unfortunate he had been waiting for a 19-year visa.
Garcia has a national segment in MundoFox every Friday. On June 10, 2014, TED published a Garcia speech entitled "Fight for Justice, Changing Lives: Sergio Garcia at TEDxBoyleHeights."
On March 28, 2015, Garcia was a guest speaker at Tehama's Democratic Dinner Dinner, where he told participants, "I will not be here without a lot of good California Democrats, and they are my family." Garcia is scheduled to be awarded the Phillip Burton 2015 Immigration and Civil Rights Award on May 28, 2015.

In 2006 Garcia published a self-help book on romance titled Love, Sex and Romance, the result of which he used to pay his law school fees.
After an August 2012 appearance at a press conference and honored guest at California's Capitol Hill, Garcia wrote " SoÃÆ' Â ± ando de Este a Oeste ...," an essay that appears in Spanish at Huffington Post . Garcia co-authored an article appearing in the February 2013 edition of Los Angeles Lawyers titled "Waiting to Be a Lawyer After Passing The Bars", encouraging young lawyers to learn how to help undocumented youth under Pending Action for Childhood Arrival, which will protect undocumented young people from deportation while giving them work permits. Along with the money he generated through fundraising, Garcia shares his engagement costs with students who are struggling financially through the scholarship provided by Sergio C. Garcia Foundation. On March 18, 2014, the foundation has raised $ 55,000.
