Stephen Gerard Larson (born 1964) is a former US District Judge of the United States District Court for the Central District of California and a partner at Los Angeles law firm Larson O'Brien LLP, whom he founded in 2016. He has consistently been among the top litigators in the US, and since 2015 has appeared before the Supreme Court of California and the United States Supreme Court. In 2012, Larson was named one of the Leading Trial Attorneys in the country by Legal 500 US. As a judge and lawyer, he is known for well-known cases, including his role since 2011 as the premier defense advisor in People v. Biane , what former California Attorney General (and current governor) Jerry Brown has been touted as "the biggest corruption scandal in San Bernardino County, if not state, history." Larson also guarantees the dismissal of money laundering and conspiracy allegations for Angela Aguilar in the US. v. Noriega, in one of several cases of Foreign Corruption Practices to go to court.

In February 2016, Larson was tapped to submit a brief law supporting the US government's efforts to force Apple Inc. unlocks an encrypted iPhone belonging to one of the shooters in the San Bernardino 2015 attack.

Larson and former California Arent Fox Managing Partner Robert C. O'Brien opened Larson O'Brien LLP in January 2016. Before setting up the company, Larson was the practice leader of the Arent Fox Complex Litigation group.

Biography

Early life and education

Larson was born in Fontana, California. He received a Bachelor of Science degree in Foreign Service from Georgetown University School of Foreign Service in 1986, and Juris Doctor from USC Gould School of Law in 1989. He was accepted at California State Bar in 1989.

Federal prosecutors and judges

After two years in private practice, Larson began working for the US Attorney's Office for the Central District of California, and from 1991 to 2000, led 24 criminal trials, receiving the US Department of Justice's Director of Excellence for Excellence Award from Attorney General Janet Reno. As head of the organized crime section of the office, Larson conducts joint training exercises and investigations with foreign law enforcement agencies in Russia, Kazakhstan, Estonia, Latvia, Poland, Ukraine and South Korea.

Larson's job as a US Attorney brought him to the bench, first as a US Judge Judge in September 2000. In December 2005, he was nominated by President George W. Bush to seat in US District Court for Central District of California vacated by Robert J. Timlin. Larson was confirmed by the United States Senate on March 16, 2006. The key cases he led included the United States v. Nazario, involving a former Marine sergeant who was finally released from murder for his role in four fatal shootings during the Fallujah Battle of Iraq; Mattel v. MGA Entertainment , called "Bratz dolls" involving copyright and trade secrets; and the United States v. Duro , in which Larson blocked the long-term efforts of the Indian Government Affairs Bureau to close the large migrant worker camp at Torres Martinez Indian Reservation in Coachella Valley.

He resigned his position on September 17, 2009, and entered private practice.

Personal practice

Larson joined Arent Fox in Los Angeles as a partner in 2011, becoming the leader of the Complex Litigation group practice in 2013, and has received a series of dismissals in white-collar litigation cases and high profile litigation. His defense of San Bernardino County real estate developer Jeff Burum at People v. Biane has, to date, resulted in a drop of five of the seven conspiracies and allegations related to official FBI bribery and apology related to misstatements by agents following search and seizure. Defending Angela Aguilar in US. v. Noriega, Larson's drive to suppress intercepted communication helped lead to court findings about widespread government misconduct and, ultimately, dismissal of claims against his clients. In 2012, Larson successfully defended Taco Bell against a lawsuit seeking $ 51 million in allegations of unsolicited phone calls. He currently represents Fleischer Studios in a highly watched case involving Fleischer's right to the trademark "Betty Boop". On October 25, 2012, Larson received a Jennifer Brooks Lawyer of the Year Award from the Western San Bernardino County Bar Association.

In December 2015, Larson argued before the US Supreme Court on behalf of Arizona voters challenging the uneven constitutionality of the polling district created by the state commission. In their case, Harris v. The Independent Arizona Redistricting Commission, Larson and legal counsel argue that the five-member Commission violates the one-vote principle, one vote of a person under the 14th Amendment.

Additional work

Larson is a founding member and continues to serve on the executive board of the US State Government-Public Partnership for Justice Reform in Afghanistan. He is also a member of the Pacific Council on International Policy and is often a lecturer in law and international relations. Larson is a Legal Expert at Residence and a member of the Lecturer's Council at La Verne College College of Law, and is appointed by the founder of the Dean Erwin Chemerinsky to serve on the Council of Vice Deans for a newly hired law school at the University of California at Irvine. Larson is also the vice president and principal adviser for the Ontario Airport Alliance, which supports efforts to pull the Ontario International Airport out of under the control of Los Angeles World Airport.

In 2011, Larson, a devout Catholic, was awarded the Amar Es Entregarse Award from San Bernardino diocese.
