Life and career

Fisher graduated from Indiana State Normal School in Pennsylvania (now Indiana University of Pennsylvania) and started his career as a teacher; he later became principal in Plumville and Indiana, Pennsylvania.

In 1893, Fisher completed his law degree, received at the Pennsylvania Bar, and established a private practice. He won his first major office, to the State Senate of Pennsylvania, in 1900; he was re-elected in 1904 but did not seek re-election in 1908. He will continue to serve in the State Commission on the Revised Constitution. From 1919 to 1922 he served in the cabinet of Governor William Cameron Sproul as the State Commissioner of Banking. He went up to the governor's office in the 1926 elections.

As governor, Fisher focuses on fiscal policy, public works, and conservation. Partly because of his efforts to eliminate voting fraud, the state began using mechanical voting machines. The Revenue Department was established during his tenure. The term Fisher is characterized by a major investment in public works, notably the Army and Sailors Memorial Bridge in Harrisburg. Fisher was nicknamed "The Builder" and during his reign almost 500,000 acres (2,000 km 2 ) were added to the state forest of Pennsylvania. According to Major Israel McCreight, "Without a strong push for justice and fair play, there will now be no Cook Forest State Park."

After leaving the office, Fisher became a consulting law firm of his son. He will also serve on the boards of several financial companies as well as Indiana Hospital, Normal State School in Indiana, Pennsylvania, and Pennsylvania State College. He died in Pittsburgh in 1940.
